FTS has developed regulations to consider exclusive rail freight rates

Federal Tariff Service (FTS) has developed a procedure to consider the order of granting exclusive rail freight tariff rates.A Draft Order is published on the FTS website.
According to the document, governmental authorities, economic entities and public organisations of consumers can initiate consideration of granting exclusive rates.
Limits for the time to consider proposals have been established. Proposals to grant exclusive rates cannot be considered longer than 60 calendar days from the day when the notification is sent to the applicant that the consideration procedure has been started.
There is a list of materials published which are to be introduced together with the application to consider exclusive rates for freight transportation. Applicants should submit the following: their current tariff level; calculation of the goods costs and total production over the last 6 months; calculation of the cost to have and maintain their own wagons; proof of expenses incurred during transportation by rail; copies of supply contracts; and also documents showing the market value of their goods for the past 12 months.
