CIS and Baltic railways propose to update the freight rate calculation system

Experts from The Area 1520 railway administrations meeting in Odessa have proposed to change the procedure to determine basic CIS railway freight rates on international routes.

The meeting was attended by representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine, and Estonia.

The meeting has proposed to apply coefficients when rates are increased. (Currently coefficients depend on distances.) Experts say that the new approach will improve the existing international tariffs the way that rates will not be unfairly reduced when the distance grows, and also, short-distance freight movements will receive compensations. The new system is proposed to be applied in 2011.

Also, the meeting proposed that The 2011 CIS Tariff Policy is to include measures to prevent a sharp rise in freight rates. This was addressed to all railway administrations participating in the agreement.

The new draft tariff calculation system is developed to be approved at The 19th Tariff Conference, which is to take place in October in Uzbekistan.
