Light Running Is Urgent Problem

“We speak some years about necessity of operator pools establishment, but we can’t organize them, because good will of the operator is necessary”, the Chairman of the Kazakhstan association of carriers and wagons (containers)operators Nigmatzhan Isingarin said commenting on questions of logistics of the private transport companies in Kazakhstan.
- Mr. Isingarin, is perfection of transportation problems urgent for operators working in Kazakhstan?
- Sure, usage of private rolling stock park is less effective than inventory park usage because it concerns necessity of concrete owner’s cargo transportation providing. As a rule, the most considerable parks belong to separate industrial groups and the large companies. They serve cargoes of their consignor, their industrial group only, it does not promote integration of rolling stock operators and allow distribute cargo flows creating universal logistical chain. For Kazakhstan irrational wagons usage is defined also by specificity of cargoes, they are bulk.
The normative base meets the requirements of the transportation market, nevertheless there are essential differences in usage of inventory and private park, unresolved questions in mutual relations of the operator and a carrier concerning wagons processing at stations, in particular problem of priority of unloading-loading and rolling stock departure, the priority is given to the state railway wagons as a rule.
Besides, there are problems concerning access of empty and loaded trains with private wagons. Nowadays operators have access to databank of Main Calculation Center. At the same time it is necessary to regulate granting of the right to get operative information on location of their wagons and give them possibility to influence this situation acceleration of advancement of the rolling stock, reduction of terms of its repair etc. in a mode of real time about a site of the cars, to receive the
- Could you speak about light running coefficient of private companies?
- The structure of cargo transportation in region Kazakhstan - Russia is that, that loaded wagons run to one direction only. There is problem of light running because of lack of return loading. The railway can minimize it, moving its wagons for way cargo loading. Operators can’t use this way. Light running coefficient of all private companies is 100%. Only internal reserves on logistic schemes determination of companies are used to decrease this coefficient. Some large operators have their own control points which operate own wagon park efficiently. Knowing wagons location, they can influence to trains movement.
- Are operators engaged in creation of their own networks of railway freight offices at stations, building of terminals and warehouses?
- Now operator companies are directed by the carrier “National Company “Kazakhstan Temir Zholy” OJSC. Creation of their own network of railway freight offices will be possible when operators become carriers. Some companies are going to do it. As to terminals and warehouse, operators need not to build them; it is a prerogative of large forwarding companies and freight operators. Several private multipurpose cargo terminals rendering services on cargoes loading-unloading of cargoes operate in Kazakhstan now.
