The payment for cars using which is collected at final operations carrying out and the idle times concerned with it are regulated by a current Tariff instruction ¹2 which doesn’t meet requirements of the present economic situation. Manager of the laboratory of strategic, technical and economic researches on railway transportation of All-Russian Scientific Research Institute of Railway Transport Gennady Pisarevsky agreed to tell about the basic features of the new tariff instruction project which will come into force in 2008.
-Mr. Pisarevsky, what are shortcomings of a Tariff instruction ¹2 which works now? Why is it necessary to develop new version of this document?
- First of all it is necessary to remember history of this Tariff instruction forming. Basically it was developed in November of 1997, there is a statement date on document - 2002. Moreover, several basic documents, in particular the railway transportation Charter (Regulation) were admitted in 2003.
However this Tariff instruction does not consider the content of this legislative package. So, it is necessary to bring it into correspondence with the operating legislative base. Let’s consider some features of the operating Tariff instruction ¹ 2. It provides the strict system of differentiation on time intervals with coefficients which are applied to calculate the payment collected from the client. Their level makes:
• at idle time to 12 hours k=1;
• from 12 to 24 hours k=1,28;
• over 24 hours k=1,74.
The principle of wagons division on groups (six wagons are provided in operating Tariff instruction) changed also. Earlier all universal wagons were in one group now the gondola cars, covered wagons and flat wagons are considered separately. Level of a payment for wagons using increased essentially. In 1997 these payments amounted to 1.3-1.4% of all revenue of railways, now they provide 2.4% of their total sum.
It is necessary to touch upon one more feature of railways reciprocal payment with customers. According to the operating Tariff instruction ¹ 2, the payment for using cars raises whereas the railway transportation Charter (Regulation) provides penalties for their above-level idle time. Combined system of payments collection formed.
- How All-Russian Scientific Research Institute of Railway Transport participated in new tariff instruction elaboration?
- It is necessary to notice, that All-Russian Scientific Research Institute of Railway Transport investigates this problematic during some decades, and the wide experience of researches was gathered. In 1970es penalties for wagons idle time were replaced by a payment for their using on a several railways, for example on Pridneprovskaya and Donetskaya railways, but there was no legal basis at that time and this experiment was not completed. However, some roads turned to a payment for wagons using since 1992. Such method was used on Moskovskaya and Severnaya railways. These measures gave good economic result. Payment Collection for wagon using amounted to 30 % of a total revenue of Moskovskaya railway. Since 1998 the payment for wagons using was implemented on all railways network.
First it led to increase of wagons idle time during operations which amounted to reached 18 hours, and cars began to turn to warehouses on wheels. Measures have been taken to increase wagons using efficiency. It was reached due to the application idle time intervals with raising coefficients (to12hours, 12-24 hours, more than 24 hours). This measure gave result after some months - idle time has decreased to12.5 hours. Thus, the payment for wagons using should stimulate reduction of wagon turnover, improvement of its operation.
- What is the feature of a new Tariff instruction ¹2?
- The new tariff instruction has many differences from working one. There were the factors concerned an idle time earlier. Now calculation will be made concerning standard-technological time, rate of a payment for wagons using is linear. Therefore the new system is more democratic for the client of OAO RZD - specific features of access road are considered. Besides, the client can save his means at short standard-technological time (to 8 hours), and OAO RZD can suffer losses.

The transfer to a single tariff on empty mileage regardless the cargo carried by the rolling stock earlier is a logical step made by the Federal Tariff Service (the FTS) and RZD in the framework of the railway structural reform. This measure, however, is not profitable for all market players. Evgeny Drachev, Director for Economy and Finance of TransLes LLC, talks about his vision of the situation.
